Vacancy: Programme Manager

Nuffic is currently seeking a Programme Manager who contributes to the development and programmes Nuffic is implementing. This position is based at Nuffic’s Netherlands Education Support Office in Pretoria and the main focus will be on the implementation of the Orange Knowledge Programme in South Africa and the wider region.


Nuffic is the Dutch organisation for internationalisation in education. We are an independent, non-profit organisation based in The Hague, the Netherlands. We support the internationalisation of Dutch education and research and help improve access to education worldwide. Nuffic Neso South Africa (NESO) was established in 2015 in Pretoria in the Dutch Embassy, as the first Nuffic office on the African continent to underline the importance of South Africa as partner country in education, training and research, and with a strategic position in the region.

Orange Knowledge Programme

This programme is funded by the Dutch Ministry of Foreign Affairs. Our main objective is to contribute to a society’s sustainable and inclusive development by strengthening the capacity, knowledge and quality of both individuals and organisations in the field of Technical, Vocational Education & Training and Higher Education, and in other fields related to the Dutch government’s priority themes.

Your responsibilities

  • Monitoring and evaluation of the ongoing projects and training interventions within the countries in your portfolio
  • Engage with relevant stakeholders such as implementing partners, embassies, alumni, education institutions, public and private sector organisations
  • Liaise with Nuffic colleagues in The Hague and other office in Africa and beyond
  • Internal and external communication and visibility of the programme towards implementers and stakeholders
  • Seeking alignment with local needs and policies
  • Prepare and assess calls for proposals
  • Assess and select proposals as part of a selection committee
  • Administrative procedures and input in relation to programme management
  • Contribute to policy development of the programme
  • Identify and pursue opportunities for the development of programmes and innovative ways of programme management

Your background

  • Minimum Bachelor’s degree in a relevant subject, Honours or Master preferred.
  • Proven experience in the international development sector, ideally with a focus on education and/or capacity building.
  • Proven experience with proposal writing, project management, monitoring and evaluation and reporting procedures.
  • You bring a relevant network in the education sector and are familiar with working with embassies and other international partners.
  • Experience with fund management or programme management in the (international) development sector.
  • Experience in collaborating within an international organisation and are familiar with the challenges of working interculturally and on distance.
  • Ideally you have experience with Dutch education and/or with the Netherlands.
  • You have experience in working with educational stakeholders in South Africa and the wider region.
  • You are passionate about education and creating opportunity.
  • You have the right to work legally in South Africa.

Your skills and competences

  • Excellent verbal and written command of English (other relevant languages are an asset);
  • Knowledge of, and a feel for, international relations and affinity with Dutch-African relations;
  • Entrepreneurial mindset and result driven attitude;
  • Strong problem-solving skills and flexibility;
  • Analytical mindset and accurate in working;
  • Effective communicator with different stakeholders;
  • Able to work in a team with colleagues across borders;
  • Well-developed intercultural competences are a must.

This position requires regular domestic and international travel, and occasional work outside regular office hours.
